Do the principles of exposure and response prevention have any utility even when there is a direct solution to a problem ?

I came across a post regarding freedom of speech and why every view should be represented and people should learn to tolerate each other similar to ERP. But like if we can effectively counter harmful view points using legislation, why should we be tolerant ? The whole point of ERP to accept the situation and get used to it enough so it doesn't effect you and it's never been used when there's literally just a direct solution
