Merchant program gone forever?

So I just noticed the update with the legendary upgrades. Cool. What happened to the merchant program where you make a purchase at a selected store and you get X number of bucks for every dollar your spend? Is that not a thing anymore, or did it move somewher and just not seeing it? I was looking forward to getting BK this afternoon.
