Unexpected One Pedal Driving Behavior

Driving a new to me 2022 Bolt EV. I'm used to Tesla so the first thing I did was to engage OPD. It mostly worked as expected except for one scenario: Coming down a fairly steep hill to a red light. Feathering the accelerator as normal and expecting it to come to a complete stop (as it had been doing all day) but it didn't stop after slowing down and just kept rolling as if I was in neutral. Pulling the padel also had no effect. Had to hit the brake and kept it held to avoid the cars in front of me.

Not a major deal but not something I was expecting as OPD would come to a complete stop and stay in all other scenarios except this one downhill case.

P.S. I was playing with the regen paddle and never found it useful except for one scenario: Coming up to a light that went yellow, lifting off the gas would not have stopped me in time so to avoid having to use the brake, I used the paddle to bring the car to a stop right at the line - that was a nice thing to have as I hate to use the brake and actually represents a feature you won't find on a Tesla. Granted this was a special one off scenario but hey, what the hell.
