cheapest way to combat awful water spots

my cat gets awful water spots after washing. I even used ONR, which said use 20% more for hard water. I used 50% more. The water spots were still awful. Even if I do a regular wash, I still get awful water spots and have to do leaf blower plus drying aid plus drying towel. Is there a relatively inexpensive way to combat this?
