Why didn't Tom get drafted?

Everyone else did, including Matthew. But as far as I remember (this was quite a few seasons ago) Tom never did. I remember the scene where someone gave him the 'chicken' feather to indicate they thought he was a coward. Is it because he is Irish? Could they not be drafted by the British? Sorry if this is obvious but I don't know much about UK history.
