Did Frieren felt that Stark that he can defeat the dragon because of this scene?
Frieren must've probably witnessed Stark's strength firsthand in this scene when he hugged her begging for help, but she's not showing that it hurts. (Note: everytime she's hurt, she doesn't show emotions.)
When Stark hugged Frieren, she witnessed how strong he is.
Now in the next scene-
Stark was literally gripping Frieren in this scene, then said "No, he can fight the dragon. I know he can". How can she be so sure? It's not the flashback from Eisen, but also the strength she felt in him when he was hugging her.
She was convinced that he can fight the dragon.
So now at this point, Frieren probably theorized that it's not the Solar dragon that split the mountain in two, but rather it's Stark.

To support this theory, in episode 17, Stark just touched Fern 'lightly' on her shoulders (compared to him hugging/gripping Frieren) and then she got scared of his strength, indicating that Stark's strength is really absurd.

I don't know if Im even making sense, but upon rewatching this masterpiece of an anime, I noticed this detail, and I wanted to share it to you guys.
Apologies for this long post. TLDR; aside from Eisen, Frieren also felt the immense strength from Stark firsthand when he hugged her, immediately believing that he can fight the dragon.
