Can a builder pull a permit with only architectural and structural drawings? Then once building is water tight owner will bring in trades people to pull permits and perform the mech, plumb, and elec work?

I am an unlicensed architect living in a state that allows unlicensed architects to produce construction drawings for one and two family dwellings. My project was just approved by the zoning board now I need to get the construction drawings together. I plan on doing the architectural and structural then sending to a structural engineer for review and to verify member sizes. My question is - then what? I know I could outsource for the other trades to get engineers to design/ draw up mech, plumbing and electrical but couldn’t I just have trades people do that once the building water tight? I have a couple of people in mind that I want to do the work for me. I trust them.

For example: Can a home owner and an electrician pull a permit to perform the electrical work without drawings? Same thing for plumbing and mechanical? If I coordinate the architecture to have a vertical shaft for mech and no joists are conflicting with toilets can’t they design all this after framing is done?
