Frigate Charge Question

So probably a stupid question - but not seen anyone else ask...

Frigate charging - when you move closer the units inside then can't charge as set in the Transport Skyfarers section.

Since the frigate technically charges and brings those units - does that mean you can still do it with those guys?

The key line that confuses me is where it says in the frigate ability "this unit and the targets have charged".

Thoughts on a postcard ....
