Why does nobody use fable arts??

I keep seeing videos on here of people saying "oh finally I beat (xyz)" and they'd have done it within an inch of their life or "oh man I was so close.." but every time I see a completely full fable bar that could've saved them or gotten the fight done way quicker. why is fable just completely ignored? it doesn't use stamina, most will stun if not put the boss into a crit stance, it doesn't use stamina, It's perfect for punishing if you're out of stamina which is so often the scenario for these people, I don't get it. the only reason I can think of is a lot of people see it as cheating
