Why can’t tvs just have a consistent volume?

Why does every single show (Netflix seems to be the worst) have such drastic volume change throughout the show? It seems like they scream during action scenes and i have to turn the volume way down so I don’t go deaf, but then during conversation I can’t get the tv loud enough to hear at all. Don’t get me started on commercials either.
