Why isn't Weavile EX just Dominating the Format

I wanted to see some competitive players reasons for why Weavile isn't just running the format? I see it like this...Weavile EX does 30 damage + 40 more if the opposing pokemon had damage.

Mix that in with Darkrai EX and you're doing 70 (90 if you take Darkrais chip into account) damage for 1 energy, all the while you're just building your bench energy where Darkrai EX does 80 damage (100 with chip) per turn.

It just seems so aggressive and strong
