My views are never right

So whenever I post a new video. I've noticed the views are never the same across devices. If I go on my phone it'll say one thing. And by the way, I've even had the counter go down while watching it on my phone. Which is weird.

And then if I go on my computer it's a different number.

And if I go on my TV it's a different number.

And even if I clear the cache it still says different numbers, Like right now a video I released 2 days ago says I have no views but then if I go on my computer it says I have hundreds of views. Makes no sense
