How Much Control Did Oliver Have When Rebuilding the Multiverse?

It seems like Oliver had enough control to improve his life (i.e resurrecting Moira, Tommy, Quentin, and Emiko) and will Sara Diggle back into existence but why didn't he resurrect Earth-2 for E2 Laurel? Why didn't he also resurrect E1 Laurel? Seems like he cleaned up crime in Star City but he couldn't do that worldwide? I get that logically if he did that the rest of the Arrowverse would just stop (This season of Flash would probably just be Iris and Barry boning) but in-universe it seems kinda dick-ish to clean up Star City and leave everyone else to hang. Gotham City's gone to hell but Star City's a-ok.
