Uncashed cheque

I received notification that I have an uncashed cheque and was advise to complete form “Undertaking and Indemnity For Cheques issued by the Receiver General” and it has to be witnessed by a non-family member. Any suggestions who I could use? Don’t have any friends nearby so kinda stumped on what to do. Thanks
