Layer 3 protocol or Layer 3 blockchain!!

I've been wondering why 2 protocols will have the same nomenclature but different utility and ecosystem.

Layer 3 blockchain protocols are chain interoperability solutions that tends to solve token swap diversities and liquidity fragmentations on different chains but how about Layer 3 protocol.

From what I've seen so far, it's a novel ecosystem leveraging the "attention farming industry" (not familiar with that tbh). That's all I can say for now. Saw it a couple of months ago while exploring more L3 networks.

So, I wanna know more now that's about to be available OTC.
