Why aren’t bus gates more clearly signed?

Why aren’t bus gates more clearly signed?

First pic: a new bus gate in Cambridge. With the friendly blue sign and the made-up phrase “bus gate” painted on the road, I do have some sympathy for car drivers not realising they’re not allowed through. Why not have a great big “no entry (except buses etc)” sign?

Second pic: a bus gate in Manchester. Much clearer signage. Why the discrepancy?
