Question about bad moon 1996 movie?

So when Ted was a werewolf why did he hold back when fighting Thor the German Shepherd? He could have torn the dog apart. What could have been the reason for that? Because we saw the scene with the forest ranger who got mangled and the guy from the beginning that was provoking Thor, werewolves have lots of strength.
