Hero bans shouldn't be exclusive to diamond and beyond

There is no reason lower ranked players, who are bad at shooting the Iron man, should have to face his stupidly broken team up with Hulk. There is no reason they shouldn't be able to ban heroes until diamond, it's honestly weird they lock it a game mechanic behind a ladder
