Position log not working

I have 2 t1000e both running 2.5.11.8 both have the same setting one will transmit every 5 min and the other one will transmit overt so often and it only has one in the position log at a time. For the one that only has 1 log it does it no matter if connected to a devise or not and the other will always broadcast if connected or not.
