Driving Lessons / Driver's License

Why is getting driving lessons as an adult so hard here?
I didn't grow up in America, so unfortunately I was never just given a certificate that says I completed driver's ed when I was 15 like everyone else in this area, regardless of if they actually attended the class and didn't just ride around on the DASH bus all day.
I have a learner's permit, however I DON'T KNOW HOW TO DRIVE. I don't know how to make car GO without THREATENING everyone around me. And I want to LEARN. But guess what? That's seemingly impossible in this area.
Every adult driver's school requires you to have the aforementioned certificate from high school. If you don't have it, you cannot take lessons. No matter what, they will NOT teach me without having that certificate.
Now, I can totally just waltz into the DMV, drive around the block, and get my driver's license, but again, I DON'T KNOW HOW TO DRIVE. Then I'd just on the road, with a license, and no idea how to drive. But maybe that's the only way. There seems to be plenty of driver's education for people who have DUI's, points on their license, or have in some way caused issues with their driving. But nothing for someone who wants to preemptively LEARN to drive.
And with so many jobs REQUIRING you to have a driver's license to even apply for the job, regardless of what it is, this is extremely frustrating.
I just want to PAY money to learn to drive, yet adult lessons are not a thing around here unless you've already gone through some form of driver's ed.
