Chronic pain management (no private cover)

Can anyone recommend a decent clinic for chronic pain management that doesn't involve opioids. I have terrible lower back pain that surgeons won't operate on, PT hasn't worked (3 years of it and 3 different practices) and I'm tired of being on strong pain killers which make me drowsy. I am looking for support and guidance with a well recommended pain management clinic. I don't have private cover and would prefer one that offers Medicare rebates but failing this would be happy to pay full fees to be seen.
