Trouble with applying for the new UK ETA Visa

We've been trying and trying to get one of these through the UK gov't website. Inevitably, we get to a point where it gives us a message "Unable to complete". I think we're doing everything right - uploading passport, etc. Is there a secret trick here? Does anyone have any advice? Thanks!
