Carryon

Hi! I am trying to get a carryon personal item backpack to go under my seat. It is size:17.4x13.2x7.5 lots of reviews say it will fit under united flight seat but it doesn't meet the measurements requirements as it's a bit bigger. Will I still be able to smash it under the seat or will it not fit ?
